Registration Open for Two GAD Training Sessions!
Registration is available on the website for Campaign Management Training 2.0 (June 8 – 10) and the REALTOR® Party New GAD and AE Orientation (June 15 and 16). The CMT 2.0 course is for GADs who want to take their campaign skills to the next level. The CMT 1.0 course is a prerequisite to the 2.0 course. The REALTOR® Party New GAD and AE Orientation is for GADs and AEs without GADs who have been in their role for 18 months or less and want to learn the basics of the REALTOR® Party, including the tools, services and program details. Registration Opens Next Week for 2017 GAD Institute
We hope all GADs and those association staffers who oversee REALTOR® Party programs can join us for the 2017 GAD Institute in West Palm Beach, Florida from July 11 – 14. This is the first year the scheduled programming begins on Tuesday at noon and concludes on Friday morning. Additionally, registration materials may be picked up as early as Monday evening before the conference kicks off. Please check the online draft agenda for programming, and note that there will be several, optional pre-conference workshops in which you may register. Contact Kyle Lambert London for questions.

Land Use Initiative First Quarter Update
The Land Use Initiative (LUI) provides a legislative analysis on proposed state or local land use measures.
Rental Regulations
Local governments continue to consider ways to regulate residential rental units as a means to eradicate poorly maintained properties. In two communities ((Independence, Kansas (population 9,200) and Hamilton, Ohio (population 62,200)) ordinances were proposed that would have a blank requirement for annual inspections and/or a registry for all rental units. Justification for these measures by city officials are about safe living conditions and the need to protect the public health, safety and general welfare. Although well intentioned, the rental programs do not enforce existing laws and have a negative impact on housing affordability, as the costs will be placed on both landlords and tenants. The proposed ordinances do not specifically go after the rental units causing problems within the community. The LUI recommendations include reasons why the proposals should be opposed by the local REALTOR® Association and specific language where the ordinances are problematically vague.
Sign Ordinances
There have been a number of inquiries from local associations about the regulation of sign ordinances. The increase of activity stems from a 2015 Supreme Court ruling, Reed v. Town of Gilbert. This case was meant to clarify the use of content-based signage; however, the clarification is causing local governments to amend existing sign ordinances to comply with Reed. Consistently confusing/controversial aspect of the ruling is how local governments appropriately apply the strict scrutiny test to all signs regardless of exemptions. Obliviously, real estate or open house signs would be greatly impacted with changes to local laws regarding the use of signs.
NOTE: The State & Local Issues Policy Committee will discuss the Reed decision during the REALTORS® Legislative Meetings on Wednesday, May 17 from 10 AM to 12 PM in the Marriott Wardman Park, Wilson A. Any conference registrant is welcome to attend.
Possible state or local issues on the horizon:
- Private Septic or Sewage Systems: this issue may arise at the state or local level for a few reasons, namely because aging infrastructure is receiving national attention and water issues continue to be a concern at all levels of government. The LUI reviewed one proposal in Brown County, Indiana, regarding a septic ordinance. Maryland is also discussing regulations on septic systems and how they relate to coastal water quality.
- Short-term Rentals (STRs) or Vacation Rentals: At least 22 states have introduced legislation on STRs either to prohibit local governments from banning vacation rentals or provide a means to collect taxes from STRs. Nothing reviewed under the LUI during the first quarter of 2017 but we are monitoring this issue.
- Rent Control (beyond a land use measure): Rent control is one tool state or local governments are considering as a way to deal with housing affordability. Several states introduced legislation that would end existing bans and/or limit to rent control, including California, Hawaii, Illinois, Massachusetts, Michigan and Oregon)
NOTE: NAR currently has a Work Group on Rent Control. Discussions of revisions to NAR’s existing policy will occur during the State & Local Issues Policy Committee meeting. |

Associations Invest in the REALTOR® Party Corporate Ally Program
After learning more about how the Corporate Ally Program benefits REALTOR® Party advocacy from Capitol Hill to town halls around the nation, two more associations have become investors in 2017! We welcome the Virginia Association of REALTORS® and the Bay East Association of REALTORS® to this Corporate Ally team of REALTOR® Association investors: Northeast Louisiana Board of REALTORS®, Fort Smith Board of REALTORS®, Greater Augusta Board of REALTORS®, Bayou Board of REALTORS® and Jefferson City Board of REALTORS®. The Corporate Ally Program provides investors the flexibility to invest corporate dollars to support the REALTOR® Party independent expenditures or issues advocacy programs. Now you can run your NAR FPC Housing Reports at the same time you create an RPR Economic Area Report Enhancement
RPR has collaborated with the NAR Research and Statistics Department to add a new feature to the RPR Federal Economic Area Reports. NAR’s quarterly Congressional District Reports, used by FPCs and Government Affairs Directors can now be easily inserted into RPR’s Economic Area Reports. These reports offer a window into demographics, consumer behavior and economic activity in an area. They contain real estate and mortgage data to provide information about the status of home ownership, trends in the real estate market and the economic conditions that underlie the demand for housing. Now you can include the NAR-supplied Congressional District Report when generating an RPR Economic Area Report for a congressional district or for a state. This enhancement allows users the option to provide comprehensive data in one report, all within RPR. Get started generating an RPR Economic Area Reports today. As I write this, the 2017 REALTORS® Legislative Meetings & Trade Expo in Washington D.C., is less than two weeks away. This year’s “Midyear Meeting” is going to be one of the most important, if not THE most important in recent memory. You should have received an email with this year’s Talking Points from NAR and Jerry Giovaniello, Senior Vice President of Government Affairs & Chief Lobbyist.
Take time to review the talking points now and share them with your members who are joining you on Hill Visits. With President Trump’s recent Tax Proposal, the Tax Reform issue is front and center and the benefits of homeownership are clearly "in the crosshairs."
We must persuasively articulate to Members of Congress the devastating impact current tax reform proposals (including President Trump’s) would have on our nation’s economy and the additional tax burden it would heap upon their constituents.
NAR’s Deputy Chief Lobbyist (and GAD Nation’s hero) Jamie Gregory and NAR Senior Legislative Policy Representative Evan Liddiard recently participated in a webinar outlining NAR’s concern with President Trump’s tax reform plan.
